When dialing up, Windows gives the error: Unable to negotiate a compatible set of protocols.

This happens when incorrect protocols are selected for your dialup provider's service. They may have been manually changed (by accident), or they may have been corrupted or even deleted by a virus, etc.

To solve this problem, call your dialup provider's support center, and have them walk you through the proper setup of the dialup connection.
